I've seen some Volcom shorts at Marshall's and TJMaxx recently, didn't check prices though.

I like them. especially for a deal. they are as good as any "golf brand" out there.

Nordstrom's Rack has the occasional golf short on the rack. Often the same brands as Marshall's.

I buy Hurley shorts from Nordstrom Rack on sale. Typically $25. Also will buy Bonobos whenever they do their seasonal clearance.

I can get name brand "golf" shorts at Costco and usually it's between $30-$40, Greg Norman, Nike.........
Also the Factory Outlet Stores has more name brands at huge discount. It might be last year's color but I stick with the basic colors so that will never change.

All of my adidas shorts have a 10.5-inch inseam. All my old style Cool 18 shorts have a 9.5-inch inseam. I have not purchased the Cool 18 shorts in many years since they changed the fit to the smaller (flat) posterior.

If you haven’t yet, you should check out the J Crew Tech shorts. They have a nice tailored fit, comfortable stretch, many color options and come in 7”, 9” and 10.5” inseam. Retail is over your price point, but JC runs frequent discounts where you can pick these up for less than $50. FYI, the Tech pants are fantastic too.

Had my wife pick up a pair of the JCrew tech shorts for me this weekend while she was out shopping. Pretty impressed on first appearance. Nice feel, good weight. The only thing I’m not certain I'm going to love are the zip closures on the back pockets, but we’ll give them a try on the golf course and see how it goes. Even if that proves burdensome, these seem like they will be great everyday shorts for summer heat and humidity. Worth a look for anyone who hasn’t tried them.

I bought some Vineyard Vines golf shorts the other day. I really like them. The material has some stretch and they must be a 9" inseam as they hit me right above the knee. They have some little loops in the pockets for tees that I think are completely unnecessary but they are there.

Just looked, they are the Fairway Tech shorts. I didn't pay the retail price as I found them at TJ Max when I got drug into one with my wife one day.

Agree on the Vineyard Vines shorts... the material feels substantial and the fit is great...
Also like adidas 365 like many others have said... grabbed a pink pair this weekend at TJ Maxx for $20

I'm a big fan of the Izod microfiber golf shorts. Usually around $20-$25/pair in the Izod outlet stores, they don't wrinkle, and they seem to last forever. As a short guy, I do have a family member hem them down an inch or two.

Unfortunately, most of those are 10" length and not what OP is looking for. I have the same issue. At one time Fila had great golf shorts that were only 9" length but they stopped making them. I have 4 pair, wish I had bought more. Before the Fila shorts, I generally just bought Haggar Cool 18 shorts and took them to the cleaners and had them hemmed to 9" inseam. A lot of the shorts suggested on here are cotton and in this part of the world, cotton in the summertime is too blasted hot and heavy. I don't buy them unless they are tech fabrics, no cotton and no modal.

I have several pairs of these. Got them on a clearance rack for like $7 each. They are lightweight, hit right above the knee (I’m 5’9” with 29-30 inseam) and the waist seems true to fit with a bit of stretch.
My only gripe is pockets are all mesh like swim trunks or gym shorts. Just worried that my keys or tees will poke holes in them over time.

I feel like buying golf shorts are a hassle. Too often, they're baggy and too long or they're way too expensive. I'm 5'9 and any shorts longer than a 9" inseam look sloppy on me. Now I can easily go to Lululemon or the Nike store and drop $80+ on a pair of shorts but I rather not spend that much. What are your suggestions for stretchy shorts with a 9" inseam (or better yet, a 7" inseam) or less that is at or under $50.

Try Kohls, JCP, Marshalls, TJ Maxx, IZod outlet

The TJ Maxx in my area has Puma Golf shorts that are $29.99. I think they're 8" inseams with that more modern fit. Nordstrom Rack carries Callaways for $29.99 as well. It has a 10" inseam, but I've tried them on and they're pretty short for me.

Another option is the Bonobos Highland shorts. You can get them in either an 8 or a 10" inseam. They're slightly above the $50 range at $68, but they're great shorts. You can always keep an eye out on sales as well.

I'm 5'9" and constantly looking for shorts that are shorter. Im an in shape 40 year old who wears a 30 waist and shorts like the Adidas ultimate look like im wearing capri's vs golf shorts. I recently found a pair of shorts at Burlington that were Gap Fit for $6.99 on clearance. They look just like some Lulu's but were a fraction of the price and I love them for golf. Super comfortable and look really nice with a belt and a Travis matthew polo. My wife, who is constantly giving me grief about how picky i am with golf attire even complimented them. She really liked that they only cost $6.99 too. More to spend on something else golf related.

The Greg Norman shorts at Macy's are pretty good - breathable tech fabric, with a little bit of stretch. They also have an elastic gripper in the waistband that holds your shirt (generally) in place. I have a few pair of them and like them a lot. They run a little big - I have a 35" waist and the 34" fits me perfectly. The Greg Norman shorts are always seemingly on sale as well, so you should never pay full retail for them.

    https://www.macys.com/shop/product/attack-life-by-greg-norman-mens-core-10-classic-fit-shorts-created-for-macys?ID=5837524

I have the Vineyard Vines Fairway Tech shorts as well, which are great and really comfortable, but the fit on them is a bit of a challenge for me. 36 is too loose in the waist but perfect in the legs, 35 is perfect in the waist but a little snug in the legs. The VV shorts are definitely shorter in the inseam than the Greg Norman ones. They say they are 9" but it feels shorter than that to me.

They're $65 retail, but the Express 365 Comfort shorts are nice. 9" and 10" inseam options. Sign up for the Express Next card and get 20% off, I got two pairs for $110 which brings them down to ~$50/pair. Plus they send you an additional 20% off after the purchase which you can use toward two more pairs.
