James the Hogan Fan
Unfortunately the amount of work you will be able to do yourself is minimal besides cleaning and polishing. You could scrub and steel wool for hours and get all the rust off, just for the exposed steel to rust again the minute you put the club into play.Or you can fork over $30/per head for a rechroming job, for which a number of companies offer their services. But that requires getting the shafts out of the heads. Spalding iron heads from that era should be secured with epoxy and threading. So that will be a challenge. And you'll want to protect the ferrules as best you can since they are hard to source. If you are willing to negotiate those potential pitfalls, however, you will be rewarded with a beautiful set of irons when you get them back.
