First option would be NAPA with second being Sonoma. As far as what we're looking for...would be a touring several wineries over several days with a couple of morning golf rounds. Then would like to tour, dine and possibly stay at one of the larger wineries. Although golf is second, it does have a high priority!

Here's a few courses in the Napa area for you:

Silverado Resort Napa

Chardonnay Golf Club

Eagle Vines Golf Club

Do you want to go on a guided wine tour or do it on your own as there's so many really good wineries in the area?

Paso Robles/San Luis Obispo

Tons of wineries, good golf in the area too. Hunter Ranch, Paso Robles Golf Club (nice, play it often, not on par with Hunter), Cypress Ridge and Monarch Dunes in Arroyo Grande/Nipomo. Make San Luis you hub and it's 30 minutes to each of those golf courses. More budget friendly than Napa and Sonoma.

I second Paso Robles, some unbelievable wineries and golf courses. Hunter Ranch and Monarch Dunes are definitely worth playing. The food at Hunter Ranch alone is worth the drive. Some unbelievable wineries as well. Treana Austin Hope, J Dusi, Calcareous, Turley, Venteaux, and plenty more. Let me know if you have any questions would be glad to help out.

Here's even better golf imo and you can visit some of the really good wineries in Carmel Valley such as Bernardus Winery, Parsonage Winery Tasting Room, Boekenoogen Winery Tasting, Folktale Winery & Vineyard, Joulliaan Vineyards and Winery, Talbot Vineyards, There's also Stave Wine Cellar at Spanish Bay which has outstanding wines from various wineries that you can get by the glass. I was able to drink a glass of Opus One which I've never seen by the glass before. Pebble Beach, Spyglass Hill, Spanish Bay, Poppy Hills, Quail Lodge, Carmel Valley Ranch, Pacific Grove, Bayonet & Blackhorse and you could even take the drive to Pasatiempo.

Winemaker/avid golfer here. So Pasatiempo sits on the south edge of the Santa Cruz Mountains wine growing region. Ridge, Mt Eden, Big Basin, Thomas Fogarty, Santa Cruz Mts Vineyard, other small producers. A pleasant drive up the coast will get you to Half Moon Bay, with Santa Arcangeli’s tasting room en route and you could carry on to the city where you can do Harding Park, etc. keep going around the peninsula and you have Corica Park in Oakland (wineries there too,) or you can go down to San Jose-San Martin for Cinnabar and the other fancy one - Coyote Creek? Not sure which one is the rosewood property. There’s a small and old wine scene down there too, none too sophisticated but it can be neat.

And all that time you’re never farther than an hour from SJC or SFO.

Don't sleep on the Livermore Valley, with Callippe, Poppy Ridge, and Wente Vineyards, the daily-fee golf there is better than Sonoma and Napa.

If you can play Mayacama or Silverado, then sure the full service resorts in Sonoma and Napa are nice

While I agree with all the other wine region recommendations, depending on what the OP is looking for, Napa and Sonoma are where the famous wineries are located. The number of "bucket list" wineries, not to mention small towns is unmatched. Unfortunately, the golf is just okay by relative standards. I think it depends what balance of wine and golf you want, and how important name brand wineries are. California is full of top notch appellations, wineries, and winemakers, from north to south, as apparent by the previous posts, so if you're willing to go smaller boutique lesser known wineries, the golf will be better overall.

I'll qualify my statements by saying I don't have that much direct knowledge of said wineries.

Silverado has two courses, depending on how many days of golf I would go there over Chardonnay, Eagle Vines second which is right next door to Chardonnay. If you don't mind driving 40 minutes from Napa area Yocha Dehe is great course with hotel and casino on site. As others mentioned so many wine regions, I personally like Healdsburg area over Napa. Armida, Wilson, and Dutcher Crossing have great wines with picnic areas. If you go to Sonoma or stay at Sonoma Mission inn you have access to golf course as well. It used to be called Sonoma National , has changed names a few times and I believe its owned my Sonoma mission inn. Champions tour used to play there its great course. If you want to go lighter on your budget the wineries in Foothills of Sacramento area are less snobby and very good. A couple of good courses but not on par with Silverado.

When it comes to wine tasting, golf and lodging, its hard to beat Napa. Many nice golf course and wineries in that area. Another option is the opposite side of the coast and thats Carmel. Carmel by the Sea is a beautiful place to hang out. I've done weekend trips there all the time and have never been disappointed. Carmel Valley Ranch is a beautiful golf course and Pacific Grove is overlooked. There are wine tours in that area as well as sensible lodging.

Livermore is a place to golf and go wine tasting as well and has some great wineries in that area. https://www.lvwine.org/wineries.php. When it comes to golf, there is Wente Vineyards which is a awesome course and a Greg Norman design. Poppy Ridge is close by as well which is a course I love playing as well. The Purple Orchid is a beautiful place to stay.
