16. A player uses Gary Player’s “step-through” method, where the rear foot follows through and steps

toward the hole at the end of the swing. The player attempts to play his ball which lies in the

general area and he misses the ball but kicks it with his foot. What is the result?

A. The stroke does not count; the player incurs a one stroke penalty and must replace his ball.

B. The stroke counts and with no penalty the player must replace his ball

C. The stroke counts; the player incurs a one stroke penalty and must replace his ball.

D. The stroke counts; the player incurs a one stroke penalty and must play the ball as it lies.

This is the most stupid question MGA has ever published. There is no way to know the correct ruling based on the information given.

'at the end of the swing'

What does that mean? Has the player completed the stroke or not? Kicking the ball during the stroke is not the same as kicking it after the stroke. So what is it; during or after?

I think it is a good question because it is realistic, folk do this and such an incident is very much a possibility. We have a couple of people in my club with back issues that use this 'walk through' technique to get more oomph into the shot. So explaining this in words - which the MGA is attempting - is always going to look hard to fit into the rules, but I don't think we can blame the MGA for that.

I view this situation precisely like another hairy situation: player with wild swing takes out a big divot a foot behind the ball, taking an airswing but the divot moves the ball. How do you rule?

The issues in both cases are: 1) was a stroke made? Yes. 2) Player clearly caused ball to move but we need to assess whether it is a penalty and then what do about it. If the movement was due to contact with clubhead then no penalty, but if the contact was unrelated to the clubhead on ball then there is a 9.4b penalty unless the Exceptions apply (which they do not). 3) Does a 9.4b penalty automatically require replacement of the ball? Normally yes, but not always, we need to consider whether 9.1b applies. 9.1b is about playing at a moving ball - in such a case, we can have a 9.4b penalty but still be required to play the ball as it lies in this exceptional airswing situation. But in the MGA's situation, and my divot example, I don't believe 9.1b is relevant. In sum, stroke counts, 9.4b penalty applies and ball must be replaced.

There's no question, this is a dense forest, but that is not down to the MGA. I think they are trying to shine in a light so we can all learn something useful.

I would like to see RBs publish more Interpretation material on these issues.

Divot example is a good one and if that logic is followed there is a clear answer. What I started to ponder in this case is the timeline between start of backswing and end of stroke. R9.1b says 'after the player has begun the stroke etc....'. The start of stroke is certainly on the timeline but where does that line end? If it ends at the time when the clubhead passes the contact point or the point where the ball lay before it was moved away from that point we have a clear case again and that would certainly be supported by the divot example. But if it does not but the timeline continues until the player has completed the downswing the situation changes dramatically.

For example, a player makes a stroke at their ball and misses but right after the clubhead passed the ball an outside influence moves the ball. Is that a case of 9.1b or 9.6 ? Well, a divot is an OI but if that divot was created and moved by the player then the player caused their ball to move but what about a pine cone, a mouse or an insect?

Maybe I am overthinking this but for THAT we can certainly blame MGA

The only thing that changes in your pine cone case is it is a 9.6 (rather than 9.4) issue, an OI moves the ball, no penalty. If the ball was still at rest when the club came through yet there was no club contact, then 9.1b is not relevant and the ball is replaced. If the pine cone moves the ball before the club gets there, then 9.1b is relevant and it is play as lies.

Regarding your "timeline," I think it would be nice if the RBs defined when a swing ends, but until they do I believe we can infer from 14.7b/2 that the stroke continues past the location where the ball lies. If it didn't, there would be no penalty described in that Interpretation.

So you are saying that the timeline of a stroke finishes at the intended contact point? Probably and even most likely but I would like to see that in B&W from the RBs.

Not saying that. I have explored that line of argument previously but it leads to this - there is no guidance in the Rules on when the stroke ends. I'd guess that the issue that got some consideration in the rewrite process but where we are now suggests there isn't another formulation that produces net benefits.
