I keep a rain hood, umbrella, rain gloves and rain jacket. This will help me in a normal rain.

Here is what I have and my thoughts about each....
Umbrella - have one and my towel hangs around it. In the rain...never use it unless I am riding in a cart and has no windshield. Then I use it to try to block the rain while driving. Otherwise, useless.
Drizzle Stick Umbrella - keep it in the bag all the time. Great for keeping rain off my clubs (I am too old to walk much these days so always riding in cart).
Rain Hat - bucket style Titleist. Remember, I don't use the umbrella and this works great for keeping the rain from running down back of jacket.
Rain Shirt/Jacket - ZeroRestriction GoreTex short sleeve pullover rain shirt in the summer time. ZeroRestriction GoreTex long sleeve zip up rain jacket for winters.
Rain Shorts/Pants - MacGregor GoreTex rain shorts for summer weather or ZeroRestriction GoreTex rain pants for winter weather.
Footjoy Rain Gloves - sold in pairs. Best they make as far as I am concerned.
DryJoy shoes - Never ever ever ever buy a pair of shoes that have less than a 2 year waterproof guarantee. And, never ever ever ever buy a pair of shoes that are waterproof every except the tongue of the shoe. Totally useless (pair of Adidas I had were not and I gave them away after my feet got soaked from the top).

Slight drizzle in summertime, I usually just put on the rain shirt. Hard rain, I use all of the above as weather temperature has dictated before I start out.
I played in the hat, rain shirt, rain shorts 3 years ago on a tournament day in a tropical storm that they refused to cancel the round for. They served me well.

I switch out the summer/winter stuff when the weather changes and only keep one or the other in the bag.

The most important piece is the rain gloves I think, they will make a massive difference in your ability to hold on to the club and hit solid shots, the rest is just comfort. That being said I carry an umbrella, rain gloves (and I don't even like or ever wear a traditional golf glove), rain jacket (a higher end Nike one from about 6 years ago now, but it does the job), rain pants (check out your local outdoor sporting goods store like REI, MEC or Cabellas, you can pick up great GoreTex pants for a lot less than the "golf brands"), the rain hood that came with my Sun Mountain bag and a decent pair of waterproof shoes.

Here in the Seattle area we get lots of drizzly days with a few sideways monsoons mixed in for fun. On drizzle days I have a few different pullovers that have DWR repellent. I don't need much more than that for a drizzle.

For the days that you could REALLY get wet I have the following

Titleist Sta-Dry bag - Everything in the bag stays dry due to the full waterproofing.
Sun Mountain Umbrella - Full size umbrella in the holder if I'm using my push cart. If I am carrying I choose not to use an umbrella. I don't like having to put it down and pick it up for each shot... actually I dislike holding an umbrella period.
FJ rain gloves - I used these a TON last year. However, this year I switched to Best Grips. They are SUPER tacky when moist. I'll have to experiment if my normal gloves will work with the Best Grips (or if I even need gloves)
Nike Bandon Boots - I bought these last year. They were awesome. Very comfortable and the high tops keep water/mud from coming over the top of your shoes.
Adidas Goretex pants and jacket - I have the 2L jacket. It's fairly lightweight and keeps me completely dry. I only use the pants when it's REALLY wet. Otherwise I feel like the Sta-Puft Marshmallow man.

Depending on the day I use all, none, or an assortment of those items. I always wear a hat, so that isnt much of a change. But in the rain it keeps the rain out of my face, and keeps it from dripping down my face.

Gustbuster umbrella

I leave it covering my bag when I go to hit. Stays put and also keep my clubs dry at the same time.

Other than that the usual rain gloves, gortex rain suit. I have one of those bag covers with long hood if it's crazy wet and I have to play a tourney.......only have had to use that once.

I keep it pretty simple - unless I know rain is called for.

Always in the bag:
Nike Rain Gloves
Nike 3/4 sleeve rain jacket (although it's about to get replaced, it's old and a bit heavy)
Oakley Tour Rain pants (just got them, so haven't needed them... yet.)

If I know weather is called for I'll toss in the 65" golf umbrella and a waterproof rain hat, but that's about it.

In the bag:

- Sunice 1/2 sleeve rain pullover (On order: Zero Restriction half zip Gore-tex pullover)
- ProQuip Aquastorm Pro rain pants
- FootJoy bucket rain hat
- FJ rain gloves
- Stewart universal rain cover (full length zippered bag cover)
- 65" gust buster umbrella

In the spring and fall I'm generally wearing a ProQuip Aquastorm Pro jacket.

In Australia we don't get loads of rain but when it comes it's heavy so you need to be prepared. I have an umbrella, rain jackt and pants, bag hood, good water proof shoes and rain gloves. I also have an umbrella stand which attaches to my pull buggy. Gives protection from rain and lets you use both hands while putting clubs in and out of the bag and while walking between shots. Comes in handy on real hot days too as you can get protection from the sun. Very important to do your best to keep grips as dry as possible.

I've spent too much money on rain gear and everytime I need it its in my trunk .... Bad planning lol. However the fJ rain gloves are the best thing going
It sucks to have to lug the rain gear around all the time, but I've learned the hard way. It does one no good in the trunk when an unexpected storm hits.

I took it out at Kiawah Island (Ocean) because the caddy was kvetching about the weight of my bag. Of course, on the 3rd hole it started to rain. By the 6th hole I was soaked. Luckily the rain stopped by the 9th hole, and I was able to more or less dry off on the back nine. Dang near ruined one of my bucket list trips.

Since then, the rain gear doesn't come out for nobody.

I always carry a pair of rain gloves, Goretex rain hat and jacket in my bag. I rarely need them but when I do its well worth it. Every couple weeks I take the hat and jacket out of the bag and let them air out. I never carry an umbrella unless I'm on a golf vacation and then I bring my bigger bag to handle everything.

I do an Ireland trip every three years or so. You've never played in rain (even in the northwest, where I lived) until you've spent a week playing golf in Ireland.

For really heavy rain, if you're carrying or push-carting, you absolutely need to get what me and my mates call a 'bag dube.' A full length bag cover with an easy access top that folds over and back. If you don't, the rain will penetrate regular golf bag fabric and everything you have will become soaked, from grips to smartphone.

If you're playing in the cold and rain, an outdoor gear store is your friend. You need a high-tech fabric, light-weight layer for warmth.

For normal rain here in N.America, my thoughts:

Some people hate umbrellas. Unless the wind is howling, I love them. Let's me play with less gear on. I hang a towel inside and keep my regular glove there when putting.

I prefer to change regular gloves rather than play rain gloves, but do carry rain gloves for the bad stuff.

Gortex fabric is worth the high price you pay. My latest addition (mentioned in a post above by someone else) is an Adidas Gortex jacket. Fitted vs baggy, like the style used to be. Love it.

For pants, I believe the key is light weight and low volume. Because of the umbrella strategy, I usually wear the jacket and forego the pants. Unless I'm power-carting it. Then the pants go on because your legs are horizontal when you're sitting and get soaked otherwise.

I have a Gortex bucket hat for Ireland, but prefer a regular baseball cap here ...and just let it get soaked. I don't get cold easily.
