I've seen minus 23 with zero mulligans at 6,600 yards (played in 8 somes so it is legit)

 

4 scratches, eagled all four par 5's and also a par 4

 

My personal best is -19 in a 4 man in 32* weather and a 2 club wind. A +2 and three 3's

Yes. Two shots lower, but it would have required us to pitch-in from 20 yards on two short par 4's.

shot 17 under in what might as well of been a two man scramble once. White tees. My ball striking was on and the other guys putter was hot. The two other guys we got paired with could barely hit a ball. We had 3 mulligans i think. Weird things happen in scrambles.

That's a great score. I've heard of a -23(48) being the lowest around here. My best in 4 man is -21(50), 3 man -19(53) and 2 man -16(56 with no eagles). To shoot those low scores, a team needs one or two long drivers(a buddy is pretty accurate so that helps) with 1-2 excellent wedge player and putter. Pencil with eraser wasn't involved. :-)

 

I don't think I've played in a scramble with 2 mulligans. Just one or no mulligan.
