Handicaps, is this really right and how to fix it?

With full caps, assuming these still resulted in the same difference after figuring course handicap, the 30 shouldn't of gotten the full 15 strokes unless the forward tees have a quicky rating.

A year off shouldn't matter. Handicaps carry over. Whatever he was when he "quit", he is when he comes back. Don't remember how long it takes before one "starts over" as if he were a new golfer but it's probably in the range of 3 years or so.

 

Now you playing 1 tee back should have resulted in a higher course rating from you tee set (probably about 2 shots so he should have only gotten 13 shots, not 15.

 

As for a new player, he shouldn't be allowed to play in a handicap competition until he actually HAS a handicap,,,,,,,,,,,,, which takes 5 rounds (best 1 differential out of 5).
