Trend in Amature Tournament Golf?

Well I got paired with a legitimate +1 HC and 1 HC in an event and because they were shooting poorly ruined it for me and our 4th who were playing fast, following the rules and playing well. They were cussing, throwing clubs, blaming everyone and everything except themselves. One walked off on 10.

 

Playing with &$%wads can happen any time. But, Maybe the guy had terminal cancer with a short time left and wanted to play that course. Who knows? Or maybe he knew you were playing and are such an awesome player, totally admired your game and really wanted to play with you just once!

We just had our Club Champs (36 hole strokeplay over one day) and we didn't use the rule. It is in play for everything else. Still seems a little odd to me. I think it would have been better to have it as a default and have clubs specify that it _wasn't_ in play.

Simpler and safer for competitors to have it as a local rule than the standard rule. I'd rather be used to playing straight up in casual play then in competition get the freebies than the other way around as it can get you in bad habits.

I don't know if it's a bad habit. It's a new rule. I've recently shifted clubs and it is certainly not a clear cut decision to hit a provisional or take a drop. It all depends how the first tee shot went. If you've hit a screaming hook and it's gone out 50m away, then it's better to hit a provisional as you're likely to get the ball down the fairway some distance, rather than hitting your fourth from the fairway only 50 metres away from the tee. Whereas if you've hit a good tee shot and it's gone out of bounds near the end of it's trip then the new drop is much more appealing.
