PA: Virtual Certainty Impossible?

You're correct, sometimes it's not easy. In the Full Rules Edition at the front of the book is a small section, How to Use the Rules of Golf. This process is described here:

The Facts of the Case

To answer any question on the Rules you must consider the facts of the case in some detail. You should identify:

The form of play (is it match play or stroke play, single, foursome, four-ball, etc.).

Who is involved (is it the player, partner or caddie, the opponent or his or her caddie, or an outside influence).

What area of the course did the incident occur (was it on the teeing area, in a bunker, in a penalty area, on the putting green, etc.).

What actually happened.

What were the player’s intentions (what was the player doing and what did he or she want to do).

The timing of the incident (is the player still on the course, has the player now returned his or her scorecard, has the competition closed, etc.).

We all have a radio and instant contact with the tournament director. My practice in a dispute is to call the tournament director and discuss with him or her the situation. I do this with my headset unplugged so that the player can hear both sides of the conversation. The tournament director has a resource, too. For us in the US, the USGA has a Rules hotline. They will answer and will help. In rare cases they will say, "I'll have to call you back." It's never taken more than 15 minutes for a recommendation.

HVKRVRB5OU9J.pngThis is the hole I’m referring to. The black is all rocks. you are 100% Certain your ball is in the PA & did not cross on the other side. This relegating your drop position 75 yards away. However this particular hole you can find the ball but the ability to play the ball is unknown from where the previous shot was played.

Thanks, these are good thoughts. I expect that if the situation becomes too drawn out, 20.1c is the only solution.

Edit: I especially like that when you have a disagreement, you unplug your headset and discuss the situation with the tournament director so the player can hear the discussion. That's an excellent recommendation and one of the benefits of sharing information among referees at a site like this.

As discussed above, there already is a local rule that the Committee or a tournament can invoke if they believe that their event(s) will be compromised by not offering provisional ball options for a specific hole. But it comes with pros and cons. In the photo you posted, if there was any visual sighting of a ball hitting the rocks and no-one seeing it then splashing into water I would not have any reservations about permitting a provisional to be played.

You've seen it, too. Depending upon the experience level of the field, some players will "try it on." We'll point out that there are several other places where the ball might be and are compelled to conclude that KVC isn't applicable. Often, they'll say, "Thanks," and move on. ?
