Maximum Handicap for USGA Events Question

I did some searching around and couldn't find the answer to this question anywhere, but is the maximum allowable handicap taken at the time of competition or the time of registration?

In every tournament I've ever played in they used the handicap from the most recent revision

Are you talking like for the US Open, us am, Max qualification limits?

 

If so it's registration. Once you register they will not kick you out if your cap goes above the limit.

 

My buddy registered for the mid am last year the month he got below the limit and then ballooned up to a half stroke over and had no issues playing

 

Be careful about getting the letter through if you are having trouble staying below the limit because that doesn't bode well for putting up a number in the tourney.

Thanks. I was sitting about 2 strokes under the limit during the summer, but I've been making some swing changes over the past few months and now I'm about 0.5 above the max limit for the US Am. It's sad because I made these changes so that I'd stand a better shot at qualifying in the first place! RIP

 

EDIT: The signup page is live now so I tried to fill it out. When you type in your GHIN number, it's queried on the spot and gates your entry at that point.
