Yes and no. You can leave the old tape on and the new grips, with 4 wraps of tape, will probably not twist. Especially if you use grips that can be installed without double sided tape (like pure).

That may depend on grips being installed. The mineral spirits won't "activate" the tape, is that is what you are thinking. The mineral spirits (or similar) when poured on new tape allows the adhesive to become slick and then when it evaporates, the adhesive sticks again.

Most likely, most of the adhesive is stuck to the old grips and for not enough remains for old tape to work with new grips.

I would think the tape would get cut/deformed when cutting the old grip off, unless you use air.

Grip tape is cheap and easy to apply though, might as well just put new tape on. Even spending the extra time to apply new tape is worth it instead of ruining all your new grips. Removing the old tape is very easy with a torch or heat gun.

When you mention "old" grips it would suggest old tape as well.

And if the grips have been on your clubs a while, odds are the adhesive in the tape is dead (or almost dead) as well.

At the same time I can appreciate not wanting to re-wrap four layers of tape.

So my question would be, why not carefully remove your grips (using a hook knife so as to not damage the tape), and then carefully remove the top layer of two-sided tape?

Then you only have to replace one wrap.

Is it possible to simply cut off an old set of grips and leave the tape on, then pour mineral spirits on the tape and install the new grips? I'm asking since I have four layers of tape on the clubs and this would save a lot of time regripping. Thanks.

Yes absolutely.

I’d suggest another fresh layer of double sided

This, I Build up with Blue Painters tape which makes this method incredibly easy. I only have to remove the Dual sided, layer then apply a fresh one, then grip the club.

Thanks for the responses. I just removed all tape and started fresh. I didn't want to have to have another concern when on the course (mental game). I've been gripping my own clubs for about 25 years and have never had a problem with grips slipping or twisting so I was curious about some of the responses. I only use two-sided tape and odor free mineral spirits; works great.

Definitely the best thing you could do. When I remove the grips, it tends to pull some off the tape off but not necessarily all of it, adding a level of inconsistency. I always find it easier to just peel it off and toss on some new tape.
