You are correct about the title of Rule 15 but Section 15.1 Loose Impediments contains neither the word 'free' nor 'relief'. Hence, the rule allowing the removal of loose impediments has nothing to do with free relief regardless of how the USGA chose to organize and title their rules. If you want 'free relief' in rule 15, see Section 15.2 Movable Obstructions. Lot's of use of the words 'free' and 'relief' in that section.
