The - 'Identify his ball, then improve his lie' guy

Played a match against a character who's eye sight suddenly was terrible anytime he caught a bad lie in the rough and need to lift his ball to identify it and then of course 'replace' it in a much better lie.

The circumstances of the match allowed me to have some fun with his cheating rather than get annoyed as I was playing very well and never in danger of losing the match (won 5up). So instead of reminding him what the rules were, I made a joke about it to him after the third time I saw him do it. I think the joke was more effective than giving him a warning, as it kept my head in the right space and shamed him into stopping, as not was clear that it was not going unnoticed.

What was even more funny to me is he played a custom ball (special number and initials) and it was marked well 3 blue dots on each side.

From R7.3 (the ruling bodies are on to this):

If the player lifts his or her ball under this Rule when not reasonably necessary to identify it (except on the putting green where the player may lift under Rule 13.1b), fails to mark the spot of the ball before lifting it or cleans it when not allowed, the player gets one penalty stroke. Rules and Interpretations

Knowledge of the Rules is part of the applied skill set which a player must use to play a round of competitive golf.

Wasn't he supposed to ask his fellow competitors for permission to lift the ball to identify it? I thought so but now I"m not sure after reading this rule.

The 2019 Rules Modernization project seems to have intentionally placed much more responsibility on the player to behave.

So far, so good, from where I see it. (In a cart in the shade with a badge and a radio.)

The second ball rule seems to confuse many. I had this situation arise on Friday:

Ball in dry area of bunker otherwise half full of temporary water, with a blue stake in the center of the puddle. Unsure of how the committee had designated such bunkers, I elected to play 2 balls: one assuming the ball would be played as it lay, the other assuming the bunker had been declared an area of GUR in the General Area.

And so I said to my fellow competitor:

"I am unsure of the status of this bunker. I intend to play two balls, one as it lies, the other dropping outside the bunker. Furthermore I want the ball with which I took relief to count if that action is allowed."

To which the response was "huh?"

I then had to explain the second ball rule, which is probably the whole point of the declaration.

And I stand by my statement, "It’s “mandated as an upfront step” if you want the ball played second to count."

 

 

The player should choose which ball will count if the Rules allow the procedure used for that ball, by announcing that choice to his or her marker or to another player before making a stroke.If the player does not choose in time, the ball played first is treated as the ball chosen by default.

"Match play specific" . . . good idea, let me think that through.

These days with nothing to do, my lists aren't getting much attention. I've not worked anything this year. The local tournaments have either cancelled or have chosen to not have us referee. I'm beginning to lose interest. ?

We appear to be going around in circles. My point is the player does not need to notify anyone of anything before playing a ball, yet the player can make either of 2 balls be their preferred ball to count. It's there in black and white in the rule.

Those three dot points you identified don't mandate notification. It suggests what a player should do but does not require the player to do anything. A player can determine whichever of the 2 balls is the preferred one to count simply by playing the preferred one first.

Sorry antip but I don't see where these 2 complement each other. They appear to contradict.

I hope you'll all correct me if I'm wrong. I read this as saying the announcement is required to make a choice other than the default, and the default choice is that the first ball played is the preferred option.

"The player should choose....by announcing...

If he doesn't choose....the first ball is chosen by default."
