Is Model Rule E5 in the Rule Book?

Am running into widespread resistance, by fellow competitors, to 'lost ball, take 2 strokes and drop in the fairway'. I'm convinced my group plays that option but members have not been so advised so they fall back onto obsolete Local Rules which say only drop in woods (or wherever) if ball lost, and add 2.

Some guys cannot accept dropping in fairway as that certainly improves the lie, over the drop in the woods.

We looked in the book but could not find the rule so i was left frustrated.

IMO the management of the group is at fault for not revising the old rules and in this case not advertising the current, accepted, situation for OB or Lost Ball; Local Rule model E5.

No Model Local Rules are in the Player's Edition or the A5 edition of the Rules of Golf. They are in the printed version of the Official Guide to the Rules of Golf or go to any of the online locations accessible through the phone App or the USGA and R&A websites.

I wonder who you are referring to as 'management of the group' ?

Afa 'an obsolete Local Rule' allowing you to drop in the woods in concerned that has never been an approved Local Rule but contrary to the Rules. The current Model Local Rule E-5 is an option for the course management to put into force if so desired. It is certainly not mandatory to have that in force, in fact it is not even recommended for high level medal play.

Course management has nothing to do with it. It’s the competition committee.

Actually, now that I look at it more, there is something really weird with the USGA site.

sui's link is directly to the Local Rules. i.e. If you click on HIS link, which is identical to YOUR link it sometimes goes directly to the Local Rules and sometimes goes to simply "Rules and Interpretations". If I click on YOUR link it always seems to go toe Rules and Interpretations.

Yet the URL for BOTH of your links is identical.

And actually, now that I try it some more, yours is doing the same thing - sometimes directly to the Local Rules and sometimes to "Rules and Interpretations"

So who sets up Local Rules for handicap rounds? Around here it is the course management, what is it over there?

From the OP I could not read they were playing in a competition so there has not been any competition committee, I suppose.

the person playing or group playing if there is no formal competition, in which case the organizers would form a committee. The management may set up the course and suggest rules, but the committee doesn’t have to accept and abide by them.

I'm willing to concede USA golfers play a whole lot more casual/social/non-comp rounds that go into their handicaps than the "rest of the world".

I'm not willing to concede that nobody in the ROTW who plays casual/social/non-comp rounds and who are ABLE to post same, checks the local rules with the course management and strictly sticks to them, rather than discussing amongst themselves which local rules they wish to invoke. Or not.

In point-of-fact, over some 24 months or so of golf in SE Asia over the last 8 years, I've met plenty of golfers who do exactly that (make their own) in SE Asia where there may or may not be many, or even any, local rules on the scorecard. And the majority of them were not Americans.

It’s not a USGA system, it’s a rog system: CommitteeThe person or group in charge of the competition or the course.

 

LRs are defined by the course, and potentially overridden by a competition committee. Anyone can form a competition committee before a round, the only difference between the USGA and other areas is whether that round should be posted.

What’s to stop four friends in Finland from adopting a LR when playing a friendly competition (and then not posting it)? I’d venture to say, nothing.

Four friends in England cannot form a committee for handicap scoring. The Committee is defined and proscribed by CONGU.
