For multiple trip visitors, any opinions on what the best players cards are in the Scottsdale/East Valley area?

Depends on your budget and whether you want to play one vs. multiple courses.  For my money, the We Ko Pass is the best card deal in town.  It also get your benefits at Sunridge Canyon, Verde River, and Gold Canyon. You can only book 4 days in advance.  If you play as a single, you can find times.  Foursome are tough to get.  If you want to book further in advance, you can buy the Peaks Pass.  You get every 6th round for free.  https://wekopa.com/we-ko-pass/  

 

Grayhawk White Tee is also a good option for higher end.  2021 rates have not been announced.  They usually include a foursome with purchase.  https://grayhawkgolf.com/golf-overview/white-tee-black-tee/

If you want to play multiple courses, the Troon Card and SWPGA Pass are good options.  http://www.southwestpga.com/golfpass/  The Troon Card includes a bunch of 2 for 1's.

 

As a local, I typically just buy the City of Phoenix Golf Pass, and play Papago, Aguila, and GCU.  You have to be a Maricopa County Resident to purchase.  $30 to renew.

Shhhh, don't tell anyone about the City card. I have a feeling that with the increased play seen on most local courses from locals this summer, pent-up tourist demand from people who cancelled trips in spring 2020, and the non-muni courses already jacking fall rates up beyond last year's rates, it is going to be extremely difficult to get a decent affordable tee time in Phoenix this winter.

I travel out there 2-3 times a year from Boston I get a Grayhawk WT card and a Wekopass a friend of mine out there has a Troon Card so I very rarely pay over 125 a round
