I haven't watched the PNC in a few years but last time I did Little Jon was still pretty little and already seemed quite skilled.  I'm sure he's only gotten better these past 2 or 3 years.

I read somewhere that Earl, would make young tiger play from the same tee's.. I'd assume Tiger, is taking the same approach with charlie?

Well. I’m not the technical swing guru. But to me it’s likely him trying to hit it high .  Looked like a long club he was hitting I think.  
 

most kids will want to naturally add some spine tilt to try to elevate long clubs.

Excellent ! In 1992 I watched 16 year old Tiger play 36 holes and his address technique included the right shoulder well below the left, similar to Jack Nicklaus.

1)Were a player to address the ball with level shoulders, this promotes an arms-only swing which lacks power, common for lots of amateurs.

Addressing the ball with the right (rear) shoulder well below the left naturally engages the shoulders to make an effective  powerful turn/pivot.

 

2) Addressing the ball with the right (rear) shoulder well below the left naturally positions the player's head well behind the ball.
