Phoenix/Scottsdale COVID Restrictions?

Good day. Buddy and I are trying to put together our annual golf trip out to the Phoenix area this February and was wondering what the current conditions are like? Specifically in regards to the coronavirus and whether the restaurants or anything else is being shut down or limited?  Is it also affecting play or pace of play on the courses? 
I am watching the news every day to try to get a feel of the Arizona situation and see that it is getting worse and worse.  Hoping that by come February things will be looking better again and not as tight as restrictions.

Things are mostly normal with capacity restrictions at restaurants.  Masks required indoors of course.  Most courses still encourage the pin to be left in and either have a normal cup or foam in the cup.  Some courses have brought back rakes to the bunkers but a lot have not.

The courses I play have not put water coolers back on the course and are very lax about people bringing their own food and drinks (except alcohol).   If you feel comfortable going places, most everything will appear the same except people wearing masks.

 

The big difference is the increase in rates and availability of tee times.  Golf has become very popular again.

Courses are more packed than ever especially on the lower priced end of the spectrum, even on weekdays. I play very early so pace is pretty much never an issue, but I've heard some horror stories about mid-day rounds, and if you are thinking of teeing off as a foursome four hours or less before dark hoping to get in 18 holes on a twilight rate, I'd say forget it. If getting a certain tee time is important to you, there are many courses where you now need to pounce on the tee sheet as soon as it opens, even courses where this used to not be an issue in past years.

 

As like azgolfer44 I have not seen drinking water return yet on the courses I play, most still don't have the rakes out and have foam in the cups. Personally I bring my own food and water in my golf bag just like I did pre-2020.  Most of the courses I am familiar with that were allowing solo carts all summer have either eliminated that unless you pay extra, have eliminated it altogether (max 2 carts per foursome), or only allow it if it would otherwise have made strangers in a pairing ride together.

I am a little farther east in Mesa, but have played a bit out west. Everything is opened, masks anywhere inside. As long as you book about a week out you should be able to get tee times about anywhere, especially for just 2. Prices have skyrocketed stupid high, which is typical this time of year. Courses I play for less than $15 in the summer are around $120 now, but the golf and weather are unbeatable. A fun, worth while trip would definitely be possible. A 20 minute uber out to mesa can get you on some nice, playable courses for around $50-70.

The munis have working drinking fountains, and Talking Stick has water jugs, but otherwise I've seen no water on the courses. Tee times can be had, but you have to grab them early. Prices are definitely higher than usual, even for December.
