Hips in the backswing

I’ve been recording my swing quite a bit lately and I’ve noticed my hips are turning and stopping prior to my arms finishing. I feel like I can’t turn my hips anymore so how do I sync them up with my arms?

Ur hips look fine to me, mate. 
I’m no pro, but from watching the pros’ videos, I noticed that their hips actually stop turning a fraction before their arms; and in some cases, their hips actually start to rewind, or turn the other way, before the club reaches the parallel position.

You’re not right tilting enough.

You turn your hips early (so do I).  First need to move shoulders/arms to about p2. Then start turning hips and continue shoulders and arms. You can then extend your spine and not feel the need to continue swinging with your arms (while maintaining lead lateral bend).

Bingo. I played a lot this summer trying to only focus on right tilting more and man did it feel awful. Clearly I have gone away from it and in return it’s hurting me possibly even more with my swing.

A posture just a little more upright might encourage seeking more right tilt.

@MonteScheinblumThis guy is a lefty, so if this same problem occurred in a right handed golfer's swing, would you say "he's not left tilting enough"? Meaning towards the target?

Yes but toward ball.  Toward target is bad
