I think 1 club-length is pretty common in NA.

“SUMMER RULES” are in effect from May 1st through November 30th. Players should play the ball "down" except on those holes where, due to wet conditions, carts are restricted to the cart paths.   

We play a club length through the winter months here when handicap posting is closed, but you need to keep the same sort of lie. Rough stays in the rough, fairway in fairway, etc.

On holes where Cart Path Only is in effect, players may play "lift, clean and place" within one club-length, not nearer the hole, in those parts of the general area cut to fairway height or less on the hole being played.

Knowledge of the Rules is part of the applied skill set which a player must use to play a round of competitive golf.

Do not appreciate your comment @Antip about 'illegitimate behaviour' regarding the Rules. The section on Model Rules is not entirely clear on what is merely an example and open to modification or what is a hard and fast Model Local rule and cannot be changed.

I looked at this page

And if you compare Model E-2 to Model E-3, may i ask why the difference? In the E-2, no ball may be substituted after marking, lifting, cleaning and replacing; however, in E-3, a ball which may lie but one inch apart from that in E-2, the player may avoid marking, can clean and can place a different ball in a different place.

 

My group has, more or less, chosen to make E-3 look more like E-2 in forbidding a replacement ball.

You may be correct but a pompous attitude is rude.

Because they still swear allegiance to the Queen

 

Just to be clear, its just a joke about canada not being a real country. Though half of it wants to join the US. One part wants to be its own country(rest of canada would like to oblige)

You may be correct but a pompous attitude is rude.

Irrespective of any offense you might feel, a distinction between LCP and LCR is the obligation to replace in LCR, which to be consistent with other rules prohibits switching balls and insists on marking.  LCP, in which you may place on a different spot, does not require marking or keeping the same ball, again for consistency with other rules. 
 

These issues are well thought out, and IMO should not be violated — but whether your al la carte combination rises to the level of making your LR inconsistent with the “principles” of the Rules of Golf can only be answered by a Ruling Body.

Not meant to be a political statement, but there isn't any parts that want to join the US!

Nope, I'm in the west and understand the current (and past) views!  Those that spend winters in the US are not in the majority, although we could (always) do better with our governments.

You asked the same question previously. You were answered fully and accurately as to the rules. You came back and asked the same question again. The rules answer hasn't changed since you last asked. As you don't like the answer you are receiving, I can only suggest that you send the question to your national authority or the USGA or the R&A, whatever works best for you.

In Argentina the scorecard length is the rule for preferred lies.  Now I always wonder whoever has measured a card's length to use it.  At home in winter we apply the rule and for the 9 hole Thursday comp we are given a little squarish scorecard.  Nobody uses the day's card as reference but the 18-hole round one.
