Casual Water question

This happened at a tournament a few weeks ago.  I hit my approach long on a hill past the green.  All downhill to the hole with about 10 feet of fringe and about 20 feet of green, so I wanted to putt, but there were 2 sprinkler heads in my line (I know I don't get relief).  Both were sunk down about 2 inches below the level of the surrounding fringe, but one must've had a leak or something, because that 2" was completely filled with water.  If my ball rolls over the dry sprinkler head, it likely just bounces through and trickles onto the green.  If I roll over the wet one, the ball likely stops there.  Since it's clearly not designed to have standing water in it, am I allowed to splash the water out or dry it up before I putt?  Or would that be considered improving my line of play?

8.1a(5) you can't remove dew, frost, or water on your intended line of play.

However, if the sprinkler head were filled with snow you could remove the snow. 😉

genuinely curious here, and i don’t mean this to come off any other way, but how the hell do you marry that with the ruling above?

 

snow is water, but you can’t remove water...

Snow and Natural Ice (other than frost) are either loose impediments (ie can be moved) or, when on the ground, temporary water at the player's option.

That wasn't a problem in Texas until a few days ago.

Snow is water? They are two different words. If snow was water, we wouldn’t need the word snow. We’d just say water.
