MGA Question 23

23. In a match, Player A’s ball is on the green fifteen feet from the hole. Player B’s ball is on the fringe directly across from A’s ball 10 feet from the hole. A properly marks, lifts and cleans the ball before putting. A putts past the hole and the ball comes to rest on the fringe now interfering with B’s line of play. B asks A to mark and lift the ball due to interference. A’s lifts his ball that is known to be clean. As a result of lifting the ball, a pebble lying against the ball is moved. A tosses the lifted ball to their caddie who wipes it with a towel. When it is A’s turn to play, A drops the ball and it comes to rest on the required spot but does not replace the pebble that had been moved while lifting. A and B both hole out.

Player A is subject to the following on the hole regarding his actions from on the green and the fringe:

A. No Penalty.

B. One-stroke penalty.

C. 2 separate one-stroke penalties.

D. 3 separate one-stroke penalties

I got C? But yet another kind of confusing question...I'll hide the rest

Why do they say "ball known to be clean"? I don't think it excuses the penalty. 

The fact that there are no GPS means no penalties for Wrong Place, or CATS improvement for the pebble. So, somehow the drop came to rest on the exact spot where it should have been placed!

So I got 1 stroke for cleaning + 1 for drop when should have placed.

 

Oops...just saw Interp. 14.1c/1

I must be reading this wrong...

 

Alpha is on the green, properly marks, and cleans his ball.

Beta plays out of turn, and then asks A to mark again.

 

He's on the green - a pebble can be moved. It's a loose impediment on the green.

 

Thus A, no penalty.

Penalty is for dropping when required to replace.

Same applies to me. A's "drop" is stupid, but it ends up in the right place. The pebble at question is still a loose impediment, and can be plucked away anyhow. The question is poorly worded; it's impossible for a pebble to lean on a ball. If a pebble is touching a ball, the ball is resting on it. If that's the case, again, on fringe, it should be easily removed anyhow without penalty.

 

If there is a penalty here, it's fringe LCP without a local fairway placing rule. But who doesn't have 6" LCP?

Why are you talking about LCP, it's not mentioned in the question?

See Rule 14.2b(2). A ball marked and lifted under a rule that is put back into play by dropping it onto the required spot gets one stroke penalty. So the question's answer cannot be A.
