What putters available to the public that are like his Tour Rat?

From scotty not much unless you want to pay Circle T/Gallery prices. From other putters makers plenty: Byron Morgan DH89 w/Rincon neck, MannKrafted MA/66 with flow neck, Goodwood Golf Co G7 w/Flow Neck, Strokes Gained RM4 w/Flow Neck, NCW Robinson with Flow Neck, etc, etc.

 

Pretty much any boutique putter maker that has an Anser style head and offers a flow neck can do what you want.

SC putts a few special editions on sale each week on their website (occasionally Tour Rats) but you need to be 1) quick on the trigger and 2) willing to pay $3,000+ if you want to get one. 

 

If you're just looking for that general style of flow neck putter you can pretty much find them from any putter manufacturer like mattm97 mentioned. The SC Studio Select Newport 2.5 is a flow neck and can be purchased at most golf shops / websites.

Try and find an older Newport 1.5.  That’d be “pretty close” to his Tour Rat

Probably the Odyssey White Hot Pro #3, which was basically his previous gamer but a tour version. What he's got now is basically Scotty's take to make one similar, but it has the non-typical flare neck on a Rat/Newport style head. Typically those have a flow neck rather than flare. You won't find a Cameron that's an exact match, not on the non-tour level. They'll either have the head right with the wrong neck (Santa Fe, Newport 1.5), or the right neck but wrong head. (Santa Fe 2 tei3)
