Looks like the shaft in intersecting a bit shy of center so yes, I'd imagine this has some hang to it.

 

Not something I think I could put with but I actually like this look with some offset.

I have a Kenny Gianinni tri- jamb with this exact shaft configuration.  I’ve gamed multiple rounds through it and find it has really good forgiveness off miss hits.  I can confirm it has toe hang as much as anser style putter with a plumbers neck.  Compared to my center shafted Bettinardi bb43, this neck configuration makes it a lot easier to line up
