Ruling for water penalty (pic attached)

1 = where shot was played. 
Red arrow = skulled shot from the sand (1) into water. 
3 = where drop was taken after skulled shot into water. 
Yellow mark = flag placement.
 

The water is not marked with any colors (yellow or red). It’s a forced carry from the fairway which will be at the bottom of the pic. 
leaving the ball left from the fairway is safe, but brings the bunker (#1) into play. 
 

Player took relief of water 2 club lengths left of where the ball went into the unmarked hazard. 
 

Is he correct?

Replay from last shot (in bunker)?

Keep line of sight with hole and drop (where would he drop, behind bunker or other side of the water (bottom right of screenshot)?

Player was good.  Unmarked water is considered red PA.

Other side of the water but not "bottom right"; as per blue arrow below.  

If he can stay no closer to the hole, within 2 club lengths of where the ball crossed into the water, he is good from there.    He could play from the original spot.   Not sure abo

Seemed ok by me. I’m a rules stickler because when people make up rules, there’s a huge grey area. Just play by the rules and there’s no issue. 
 

Player dropped within 2 club lengths and was a smudge farther from the hole. 
 

thanks for the clarification. 
 

 

on another note - if he was to drop and the ball would be closer to the hole.....what would the options be for that situation?

As noted above, an unmarked body of water is, by default, a red penalty area.  Red penalty areas do permit lateral relief (drop within two club-lengths of where ball last crossed the edge of the penalty area, but not nearer the hole).  If there is no lateral relief available that is not nearer the hole, then that option is not available and the player must use stroke and distance (back in the bunker) or back-on-the line, which would mean dropping behind the body of water, heading toward the bottom the of photo - along a straight line from the flagstick through point marked as "3".
