On the putting green, a ball hits a twig that blew in

I don't think there should be any "do overs" for a ball stopped or deflected when played from the putting green, except for another ball in motion or a player.  A putting green is not a perfect place - bad luck can occur there just on other parts of the course.

Few months ago, during a money game we had a small yorkie Dog from a neighboring home wandering around near the green on our 3rd hole.

Several attempts to scare it home were unsuccessful & it always wound up right back beside the green.

After deciding to just ignore it & continue play my buddies 15-foot birdie attempt is intercepted by said dog & it runs straight home with his $5 ProV1 🤣.

You don't think he should have been aloud another stroke?

Isn't it the same with legislation? If everything was perfect nothing had to be changed.

I don't believe "perfect" was ever in play.  However, I do find it interesting that when rules are debated/challenged in these forums, often the initiator is labeled a "rules is stupid" person when in fact, rules are debated and changed in golf all of the time.

None of the debate here has any effect on changes to the Rules. 🥱

Just eliminate the Exception that applies to a ball played from the the putting green.  Use the Rule for the rest of the course.  The player takes relief by placing a ball right under where the ball first was stopped by the animal.  If the ball was merely deflected, play it from where it came to rest.

Lol.  You might be right.  The ruling bodies don't like to leave their ivory tower very often, do they.  Or do they?

Overview-of-the-Rules-Modernisation-Initiative-Goals-Proposed-Changes-and-Process-for-Implementation-in-2019.pdf

A few highlights:

"Given the unusual scope of this initiative, we want golfers and others in the golf community to
have a chance to give us their feedback. We encourage you to review the proposed changes, to
try them out on the course over the next few months, and to let us know your thoughts. We
will consider all input..."

b. Why We are Pursuing a Major Revision Now

"We have heard various concerns about the Rules, falling into two main categories:"

(1) The Rules are Complicated and Their Purpose isn’t Always Clear.

(2) The Rules Have Limited Relevance to Many Typical Golfers.

Upon review, perhaps it's "rules guys" that don't like to come down from their ivory tower.  🤣🤣

Just wondering how many of your thoughts you have provided to them (rather than just posting here)?

That's not the point now is it.  But you know that.  Maybe next you'll ask how good of a golfer I am.

It continues to astonish me that those who understand the least give most criticism. It is like evaluating the taste of food without having tasted it.

It continues to astonish me that such "wise" individuals completely fail at endless opportunities to be ambassadors of the game.  But hey, it's the rules forum so it's to be expected.
