From my experience, kids cheat primarily due to the pressure from parents and desire to keep up with their friends in junior golf.  Everyone raves about who wins or shoots the lowest score and kids eat this up.  Most of the kids who I know that cheat are actually decent kids FWIW.

As far as tours go, I have yet to see a kid get totally kicked out of a tour for being a multiple offender.  Normally, they might get a double par score for the hole in question of possible a DQ.  If tours want cheating to stop, the first offense deserves a DQ and the second one should be an immediate expulsion from the tour.  Only issue is that kids will hop to different tours, but eventually get caught there as well.  I know of one kid in particular that has cheated on every local tour in socal and still plays in tournaments every week.  Ask around and everyone has a story about him.  Its insane.

HJGT in orlando had a great tour director. He DQ kids who cheat all the time. Ran a tight ship and the tournaments were great. Sadly he left and new guy is ok but doesn't really pay attention like the other guy.

I've seen kids also DQ with Peggy Kirk and AGJA and every once in a while with Florida State.  The kids that cheat tend to avoid tournaments where they know they will get caught and something done.   The local PGA sections and US kids are were I see the biggest offenders.   So many reason for this but any tournament where the same kids play with the same kids week in and week out can seems to be where you see problems.

This why you need to travel and play different tournaments.  It's once thing to win locally but if your traveling playing with different playing partners and scoring low chances are you a heck of player.

The biggest issue is how do you prove they cheat unless you physically try to kick a ball.  Wrong Drop, play dumb "I didn't know."  Shave strokes "Oh, I missed that one."

Several years ago at High School State Championship a coach was cheating for his team.  Parents for the other team saw it, but no physical proof.  Went around a corner of a dogleg.  Everyone saw this girls hit her ball in the forest.  These were woods, it was a forest.  Walked around the corner and the coach was standing in a cleared area of grass where she supposedly carried it 280 over the forest.  There was no way.  18th hole she pulls driver and it goes into a creek crossing the fairway.  Everyone saw the ball go into the creek, but there was a search for the ball.  Everyone stops as the girl says "Is this OK to take a drop here."  Everyone turned their head to look.  Coach was across the creek and when everyone turned their heads, he dropped the ball.  He says here it is right here in a deeper patch of grass with the inside of his pocket hanging out.  Same shenanigans the next day, but since no one physically saw him drop a ball, nothing happened.

South Florida PGA Junior section there is a huge problem with cheating.

Here are instances of cheating that I've seen with my own eyes or have heard about.

- Improving lie in the rough.

- Bumping the ball to get a clear swing from tree branch.

- Marking the ball multiple times.  Each time closer to the hole.

- Parent driving cart ahead of group to drop a ball for child that went OB or in the hazard.

- Kid is in the tree line and parent tosses the ball into the fairway.

- Ball clearly goes OB and kid drops one when nobody is looking.

Yes couldn't agree more.  The worst thing about playing that tour is everyone will assume you did too if you get a super low score on their easy setups.    It pretty obvious to spot them though  in golf you need to be able to putt and hit strait to break par.

The worst thing about that tour is they have watered it down and don't play long enough yardages for the guys.  Oddly enough, they do for the girls.  It has really become a developmental tour.

It's hard to believe this goes on until you see it go on.  What is worse this sort of thing happens more in AJGA tournaments where parents travel.   The only defense I have seen is for you to keep close to offending parents that do this and keep you eye out for it.  These parents know enough to not do it if your clearly watching them.

Almost impossible to confront too I seen it happen right in front of me multiple times.  It usually takes a hole or two to kick in that they did what they did. Unless you have a camera or multiple witness no one will do anything anyways.
