According to the rules guy he actually clarified that his ball was on the line. I believe they might have taken his word that it wasn’t before he made it clear that it was. He apparently wasn’t aware of the rule.

There's no reason that a professional golfer and his caddy shouldn't know that rule. I'm a hacker and I know that rule. 

 

If I'm not mistaken, it wasn't too many years ago that he would have been DQ'd for signing an incorrect scorecard for that error.

My problem is the timing. Why was that not reviewed and taken care of yesterday? When the sun sets and rises the prior round is in the bag. Should we start rewinding footage from Thursday and Friday and see if we can find any more infractions?

Not really. You can play out of the hazard just not after the drop, so easy for me to see why he thought he was okay.  And he was just on line, so yeah.

 

The problem I have with it is golf is truly about the players enforcing the rules themselves.  He even talked to a rule official on that hole I believe, but then somebody (not a player) watches TV replays the next day and wants to enforce a penalty after the fact.  Just seems against the spirit of the game to me.  But hey, what do I know?

And there exactly is the issue. The rules are complex enough to set up a scenario where it's either 1) play quickly or 2) ensure every rule is followed exactly.
