So it was after he took a drop, after hitting his tee shot in the water.  He took the drop, it landed and rolled down onto the line, and he played it.

There's no reason that a professional golfer and his caddy shouldn't know that rule. I'm a hacker and I know that rule. 

 

If I'm not mistaken, it wasn't too many years ago that he would have been DQ'd for signing an incorrect scorecard for that error.

Not really. You can play out of the hazard just not after the drop, so easy for me to see why he thought he was okay.  And he was just on line, so yeah.

 

The problem I have with it is golf is truly about the players enforcing the rules themselves.  He even talked to a rule official on that hole I believe, but then somebody (not a player) watches TV replays the next day and wants to enforce a penalty after the fact.  Just seems against the spirit of the game to me.  But hey, what do I know?

And there exactly is the issue. The rules are complex enough to set up a scenario where it's either 1) play quickly or 2) ensure every rule is followed exactly.

 

"play it as it lies"... "as long as that's not breaking some other rule"
