It really depends on whether you want a cast or forged iron.  Pre early 2000s Titleist made cast irons for the retail mass market (unless you were Tiger) since I'm biased I prefer the 990s since I I think they have a better feel than the 962s.  When Titleist started to offer forged irons regularly, the 680s were quite the cult classic, so much so that they re-released them in very limited numbers some years ago.

 

To meet your budget, it will have to be a cast iron.

690mb. nothing could replace them in my bag for the better part of 15 years, then it just got to the point they were too worn to keep gaming them. the p730 blades are about as close to feel as anything has come since.

Loved my 981’s but nothing compared to my set of 690 mb’s. Never should have sold them years ago! Ughh

DCI 962 were great for a cast club. Not the "b"  or oversize versions, although this were great also.

755s with PX 6.0 were a fantastic fit for me.....high, flat ball flight, just really fantastic.

My two faves are the 731’s and 962B’s. I have both and play both occasionally still.  Looking at your list, the 990’s might be the best under $200 because it should allow you some leftover change to get shafts (pulls, most likely) that you know you like. Good luck!
