They move "outward" because there is no centripetal force holding them to the center 😉

 

Essentially think of it this way. They don't have a force that is "moving them outward". The weighted pins have momentum to travel in a straight line tangential to the direction of rotation. However, because of that rotation, the shell casing is rotating in towards that straight line.  

 

It's a frame of reference issue. The pins will go in a straight line until centripetal force is applied that forces them to move in a circle.
