Where Do You Drop?

Notably both the introductory text to E-5, all diagrams and the model LR itself refer to the fairway. Even the diagram above indicates the "Edge of the fairway".

I cannot find any reference to there not being any fairway.

Without a fairway how does one determine where the 'Fairway Reference Point' is?

But then, what is a fairway?

For no fairway the hole would then be all rough? If that’s the case then it appears the only option would be to go back to the tee, if that’s the only area that qualifies as “fairway”.

Which doesn't seem equitable (fair), and seems to defeat the purpose of the local rule,  so a question for the the USGA I would think.  
 

b. Fairway Reference Point: The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer the hole than the ball reference point.

For purposes of this Local Rule, “fairway” means any area of grass in the general area that is cut to fairway height or less.

If a ball is estimated to be lost on the course or last crossed the edge of the course boundary short of the fairway, the fairway reference point may be a grass path or a teeing ground for the hole being played cut to fairway height or less.

The "fairway reference point" could be on a tee box that is forward of the one you are playing from.  That reference point establishes a straight line from the flagstick and is used to establish the "relief area".  The "relief area" for the Model Local Rule might not include any "fairway" that you would choose to use.  For example, in the diagram posted above, the entire area in pink is the "relief area".

Does a tee box always qualify as 'cut to fairway length?

What about a synthetic teeing area surrounded by long grass?

Note that I said "could be" in my post. That Model Local Rule outlines how to proceed in 99% of the situations.

Not sure where you're trying to go with this?

Just wondering about if any 'clarification' had been published re the 1%. I gather the USGA put a lot out on facebook now.

 

We currently have a temporary 160 yard par 3 which has no 'fairway' within 175 yards of the green. The tee is a mat,

We don't use the LR anywhere. But curious to know if we could.

That situation is a small fraction of the 1%.  It would be my opinion that a teeing area consisting of a mat would quality as a closely-mown area for the purposes of the Model Local Rule.

I agree that non-mown area should qualify for 'fairway' except if it is in play as the teeing area. But S&D is only one stroke penalty and MLR E-5 - if operating - is two.
