Driver tipping X to TX?

Max tipping I think will be manufacturer dependent. Also should be noted that while you will make the shaft stiffer, TX and X are usually slightly different in profile as well. So if you're thinking you'll make your X play like its TX counterpart solely by tipping the shaft, you may be disappointed with the outcome.

Like @ChristopherMcDonald said, this will depend a lot on what shaft you're talking about. 1.5" is never "too much" from a technical standpoint, you're safe to tip wood shafts that amount. What it will do however varies. Many "TX" shafts are built different than their "X" counterparts which means you might yield similar performance with that much tipping on an "X", but the feel is likely to be different. 

The only area in which this would be considered an acceptable replacement is one where the X and TX variants are more similar e.g. the 5th Generation Diamana models. Tipping the X heavily would be a suitable TX replacement, but at that point you should just get the TX IMO. Other shafts like for example the HZRDUS Green are completely different between X and TX where tipping the former will never yield anything close to the latter.

I play smoke black 6.5 TX now and have a backup X flex, I wanted to see how much to tip it and try it vs. Buying a new shaft

That would be a good example of the different designs between X and TX. I spoke to True Temper on here awhile back about this and the Smoke Black in TX is designed to be an even stiffer version of the original HZRDUS Black, whereas the Smoke Black in all other flexes is a different profile that lacks both the upper mid and tip reinforcements of the OG Black and the Smoke Black TX. You can tip the Smoke Black X but it will always be a different shaft.

I've tried this experiment before and the performance was kind of similar when I struck it well, but the feel was quite a bit different.  The tipped shaft felt a lot more difficult to load and time for me.  Whereas the standard untipped TX felt very smooth and easier to time naturally.  My guess is that it was designed and built with the extra stability in mind from the outset.
