could this cause my problem

I have been hitting slices off of the tee, but my swing does not appear to be going extremely outside-in. However, on the bottom of my club, the tee marks are going down and to the right. So I must be going outside-in. I was thinking that my hips are getting quicker yet my arms may be lagging. I am 14 going on 15 and this year my swing speed has gotton much quicker. If my arms lag behind, will this promote this slice. Are there any drills to get the arms to catch up? All help is welcome and appreciated. GOlf is a very tough game when it is tough to hit fairways while you lose distance.

laging arms will make you block the ball (make it go dead right). Making an outside-in approach will promote a draw if done correctly, but because your hips are outracing your shoulders, your hands have no chance to catch up and you will not hit a draw. Your slice could be the product of and off-plane swing path, excessive lateral sliding, or a number of other things. It's tough to say though without a video.
