The BCS points system is the most convoluted thing ever created, why would we want another one?

Cobra King F6+, Matrix Black Tie 65M4
Callaway X Utility Prototype 21*, Project X PXI 6.0
Adams XTD 3-PW, KBS C Taper 90
Scratch 8620 D/S 50*, 56*, 60*, TrueTemper Dynamic Gold S300
Bettinardi SS15
Srixon Q Star Tour

There is already a point system. See: PGA player of the year.

There is, but I think some revisions could be made to it. Scott only received 10 points for his FedEx event win, the same amount that Gary Woodland received for his Reno-Tahoe win. Does anyone really think they should count the same? The World Golf Rankings gave Scott 74 points while Woodland only received 24 points. That's a huge discrepancy in terms of field quality, yet they count the same in the formula for the PGA of America's points list.

I said a BCS type format. But instead of it being 2/3 human vote and 1/3 computer. I'm recommending 80% based off of unbiased numerical rankings and only 20% human vote.

I didn't know about the PGA's point system but as someone mentioned earlier, it needs tweaking to weight wins according to strength of schedule. But the PGA Tour POY is a vote by the players.

Absolutely right. Other than the majors and the Players, the PGAofA system counts every win the same. Worse, it ignores any finish that's not a win. So Scott Brown gets 10 points for winning the Puerto Rico Open, and Angel Cabrera gets zero points for his playoff loss to Adam Scott in the Masters. That seems a bit unfair to me.

As you implied, the OWGR does a much better job of weighting events, and it also gives credit to high finishes. IMO the best indication of how a player has done over the entire year is his raw OWGR points for the year.

As of now, only seven players have earned over 200 WGR points this year. They are:

7 Brandt Snedeker , USA 223.65
6 Henrik Stenson , Swe 243.94
5 Justin Rose , Eng 260.21
4 Matt Kuchar , USA 266.63
3 Adam Scott , Aus 282.38
2 Phil Mickelson , USA 334.77
1 Tiger Woods , USA 430.63

Only trick there is eliminating non-PGA Tour results. Other than that, I think OWGR points earned on the Tour each year would be a pretty good way to determine the PGA of America's Player of the Year award.
