Since there have been no replies, I’ll take a shot.

 

First, holing the ball in the wrong cup on a double green isn’t a penalty; your buddy would simply take a drop under the Rules and continue play to the correct hole.

 

But from there, you really ran into the weeds.  If both of you had conceded the next putt to each other, I think you would have been ok.  But by agreeing to waive the Rules and play the wrong hole, I believe you’d both be DQ’d IN A COMPETITION, which of course this wasn’t.

 

As to your buddy deciding to award himself a birdie, he only hurts himself by potentially lowering his index and then having to play to that.  There is no requirement under the Rules to keep a scorecard in match play, so in a match play competition, he wouldn’t be signing an incorrect scorecard like he would have been in stroke play.

 

The only situation I can think of where not being familiar with the golf course is “forgiven” by the Rules is when a player has hit a provisional ball in the belief that his first ball might be lost, and then finds that the first ball is in a penalty area that was not visible from the tee.  He may then play the original ball under the rules and options for the penalty area and pick up the provisional with no penalty, rather than having to play the second ball with a penalty stroke added.
