Yellow stakes surrounding bunker

Playing a quick 9 after work last night. On one of the holes the bunker was surrounded by yellow stakes with a drop zone next to it. The bunkers were in bad shape (along with the rest of the course).is it ground under repair or take it as a hazard? There were no signs to except for the drop area sign.

    I'd guess the intention was to have the bunker be GUR, just poorly executed.

    GUR should be white or something else so as not to be confused with other markings. With the drop zone, I would have to assume they mean the bunker to be played as a water hazard. Which means you could play out of the bunker to me. Have you asked the course how they mean it to be played?

    I was going to ask after the round but the starter shack was closed already. It's a real garbage with course with no clubhouse that when it's closed you can walk on and no one will say anything.
