Is the teryllium insert on a TeI3 supposed to be glossy?

I've had this putter for a couple months now and love it but is the insert supposed to be as glossy as the rest of the putter?  It's hard to gauge from online pictures but it doesn't look like it from what I can tell.  It is very slick to the touch, almost like a polish or something.  I'm guessing the previous owner of the putter had the finish applied to the entire putter, insert included.  Is there a safe way to remove this glossy finish aside from sending it into a professional?  FYI- I did the paint fill on the putter but it had the original paints when I received it, albeit chipping and missing in places.

Aside from you saying it feels "slick" to you... What makes you think something is off about it?

Thanks for the replies yall!  It is hard to tell in the online pictures but the teryllium didn't look glossy to me so figured I'd ask.  I have 3 other scotty putters but they all have the light milling on the face (studio stainless, mil spec, studio style) and obviously don't have the smooth slick feel.  I'll keep the TeI3 as is!

Smooth milling is normal. If you want to remove the oxidization (make it shiny) use the attached product very sparingly.  Wipe on, wipe off. Terillium is mostly copper, so the lack of luster is just normal oxidation from being in the normal atmosphere.
