Flighted Two-Person Scramble Help Needed

I've been running a flighted two man scramble event for over 14 years now and I'm always looking for ways to improve the experience.  
 

We have 4 flights and this year, we had a team with a scratch player teamed with someone who was a +2 in the A flight. They were playing the same tees as players with a 6 index in the same flight and absolutely crushed their flight. 

 

*One quirk about my tournament is that SIX tee shots are required from each player. 
 

- we're already considering moving some of the better players in A flight back a set of tees. Where would you draw the line? Scratch and better? 
 

- what is the best way to flight two man scrambles? Just combine handicaps? Where should we draw the flight lines?  We DO NOT want to increase the number of flights.

Other than flighting the teams, are any handicaps involved? If not, expect the lower cap teams in each flight to continue to dominate unless you make some adjustments.

 

All handicap adjustment calculators I've seen for scrambles have put more weight on the top player(s) from each team, so you should do the same for flighting and adjustments.

 

Off the top of my head, non index based adjustments could include tee box adjustments, floating mulligans, string or changes to the tee ball requirement number.

I.e. let higher caps play up a box a designated number of times or get floating mulligans. For tee balls, the top team(s) could be required to go 7-9 each, while higher cap teams could be under 6.

 

You could also have the lower cap teams/players play with fewer clubs or make them drop rather than place their ball.

Just now seeing this - THANK YOU for the suggestions.  Love the idea of the different tee boxes for not just the top flight, but all the flights.  

 

We don't want to change up mulligan count or mess with string but changing up the number of required tee shots is very interesting.
