USGA rule 38 paragraph 3

I was reading "Following Through" by Herbert Warren Wind, articles from his time at the New Yorker magazine. The title I used here, is the same he used in the book. It referenced the 1957 Women's Open & the 1968 Masters...where a scoring error was made that changed the outcome of a major tournement. Jackie Pung erroneously accepted a 4, instead of a 5, on her card and was disqualified from the whole tourney. Roberto DeVicenzo accepted a 4, instead of a 3, on his scorecard & signed off on it...losing the Masters. Both because of that paragraph in that rule.
H.W. Wind made a pertinent observation that when playing w/friends, no one questioned your score that you put on your card. Or if you were in deep rough or in the trees or in the bunker & you shot out, no one questioned if you improved you lie. A golfer is on their honor for their score, for their play. Obviously in a tournament, some watch needs to be in place, to prevent the crowd from any untoward action...so why does the USGA seem to believe that Professional golfers are dishonorable enough to pad their scores or mistakenly make an error...which is more my question.
