Black Widow putter

I came across this putter, sitting next to a Wilson 8840 & a Wilson 8806 in my vintage putter bin. The only marking on is the "Black Widow" on the sole. It's a rather nice bronze (brass?) head. The shaft shows loss of chrome but no pitting. The grip is some kind of composit. And the shaft band, I can hardly make out "H-Power Rhythmic". It does have a nice feel. 
Anyone ever come across such a putter. I seem to remember, from somewhere, that the "Black Jack" putter was a Walter Hagen design. Also I've never seen a stepped head like this before (which really doesn't mean much, I've got soooo much to learn)

I wonder whether someone has cut away the toe section to move the sweetspot closer to the base of the shaft? The opposite of adding weight to the heel as per the Golden Goose / Bullseye design.

It doesn't look like a natural design?

However, it has a flat face and in putting terms, will work for some!

I don't think it's been cut, there is no markings that would indicate that...there is kinda sorta almost a goldenish overcoat on the top only & the sweet spot seems to be directly under the "hump". 
I really think it was designed this way...there is no "dip" at the heel like the Bullseye & that triangle thingy pointing up the hosel is absent on the Bullseye.

I intend to use a clear 2 step process of rust inhibitor on the shaft. It is a perfectly usable club as is...I've never liked the Bullseye putters (even tho I have a pat pend Reuter's putter & a patent # Reuter's - both pre Acushnet), for some reason the Bullseye never felt right...almost out of balance (to me).

@Foozle  btw...I'd say this putter is more modeled after the Spur putter, than a Golden Goose/Bullseye design...kinda sorta 🤔
