Depends on the USGA Handi cap? Really?

So was talking to a buddy about golf and he's a pretty good player(mid 80's) And the subject went to blown up holes. He stated that in match play usga handicap rules, most high handicaps can only max at 4 over the par and low handicaps 3 over par. Is this correct?

So since I am a high handicap(30 ish lately) and I shoot par and bogey everywhere, but an 8 on a par 4, and a 10 on a par 5, both still counts at 8 for scoring?

Just to clarify...

This is for entering your score for handicap purposes only.

If you make a 12, it's a 12 for your actual score. The adjustment is made only when you are entering the score for handicap.

If scratch or better with the RCGA it's bogey for equitable stroke control.

Nothing to do with match play by the way. ESC is only used when POSTING SCORES FOR HANDICAP.

The old system used to calculate ESC as a max number of stokes over par per hole which varied by handicap (and may have been 4 strokes for high handicappers). It was however, revised some years ago to simplify things. Now just a max score is specified (regardless of par) as shown in the table posted by Kevin.

Again, ESC is only used when posting your score into the handicap system.
