ball plugged on slope of multi teer green

what to do?
a buddy of mine got upset this weekend on a par 3 that has 3 teers, the front plays about 100, the middle about 120 and the top about 140. the pin was in the front and we always play closest to the pin at this 9 hole muni on all the par 3's. i hit to about 15 feet, his ball got plugged on the slop going up to the next teer at about 30 feet. the greens were kinda soft as we had a lot of rain the night before.

what is the proper way to play this ball? even trying to put the ball out would of caused more damage to the green, and if it was removed and placed after repairing the ball mark it would of rolled down to the hole.

has anyone ever came across this situation, how do you play it ?

I would think that the local burried/plugged ball rule would take place.

This would be a bad situation as they need to mark the ball, repair the damage and then attempt to place the ball where it was marked. If it won't remain in place they have to find a spot not nearer the hole where the ball will remain stationary. This could be a long way away from the original mark leaving a much longer and maybe a much more difficult putt. It might not even be on the green if the fringe is closer to the original mark.

 

20-3. Placing and Replacing

If a ball when placed fails to come to rest on the spot on which it was placed, there is no penalty and the ball must be replaced. If it still fails to come to rest on that spot:

 

(i)

, it must be placed at the nearest spot where it can be placed at rest that is not nearer the

, it must be placed in the

Penalty for Breach of Rule 20-1, 20-2 or 20-3:

Match play - Loss of hole; Stroke play - Two strokes.

That's an interesting situation. When the ball is placed back down, how long does the ball have to stay in one spot before it's declared to be "in play"? I don't have a rule book handy here at work, but I don't recall ever seeing an objective time for it.

So let's say you place the ball down, and for 5 seconds it remains in that spot, but then begins rolling (toward the hole in some cases)... does it have to be replaced? What if it was stationary for 1 second, 1/2 second?

Rule 25-2 (Embedded ball) does not apply on the green.

However you can mark and lift your ball and repair any pitch mark on the green under Rules 16-1b & c

Basically sounds like, he should fix the pitch mark and replace the ball hoping that it stays still long enough to take his hand away. If the ball starts rolling due to wind or gravity, towards or away from the hole, he plays it from where it comes to rest regardless of whether or not the marker was there.

You cannot fix the ball mark and artificially create a depression for the ball to rest in (couldn't find the ruling but I'm sure it's there somewhere).

[color="#1C2837"]I think the term is "at rest". You and the referee or your opponent/fellow competitor need to in agreement that the ball is at rest if there is a doubt about it being at rest. If it can't be made to come to rest on that spot, then you have to find the closest spot that it can come to rest.[/color]
