Agree with everyone against this.  I hate when my buddies do this is our meaningless matches, certainly wouldn’t want to see it in competition.  The minute you strike that second ball, it is in play.  If you don’t like that, then go find your ball in the penalty area and play it.

 

One of my pet peeves are guys constantly saying ‘I’m gonna hit a provisional’ constantly.  You mean, you’re gonna hit your third?

After much deliberation, I see what you’re finally getting at Mr. Bean.
 

Basically, IF the MLR is to be re-written, HOW would it be re-written to allow a “provisional” for a ball the player is KVC it’s in the PA, but “MIGHT” be playable. To save time. 
 

I think I understand now. It’s a hard one for sure. 
 

We have a PA on one of the course I play that this “re-written” MLR would be perfect for. Most folks can’t carry the PA, but some can. For the others, the last 30 yards of the PA you’ll find your ball, and be able to play it, like 75% of the time. 
 

BUT in those 25% of the time where it’s not found or it’s not playable in the PA, the ONLY option is to go back to the tee and re-tee, or drop at the edge of the tee box. 
 

Now that I finally understand what you are asking, hopefully someone will help you re-write the MLR to include the option of a provisional when a player knows it’s in the PA, but has a very good chance of being able to play it, but not anywhere near 100% playable. So they don’t have to walk all the way back to the tee. 
 

I’ll think on it and give it my best shot.

There are quite a few holes around here where current B-3 saves a considerable amount of time and Ruling Bodies have seen fit to draft this B-3 in order to achieve just that. Although it is difficult to estimate where, how much and how often this modification would save time it would save time nonetheless.

I am glad someone uderstood 😁

 

I have drafted the text already in my language so that is not a problem. The challenge will be to convince Ruling Bodies.
