When does a hazard become casual water?

with a buddy yesterday that has an "island" green on #16. He hits the bank and the ball rolls back into the water.

We get up there, and the water level in this area is unusually high in this reservoir. At least 18" higher than normal. There's no marked hazard line or stakes around this area. We see his ball about 2 inches in the water, resting on what normally is the bank of grass.

So does the water level itself deem the boundry of the hazard since there were no lines?

If yes, this brings up another situtation on the next hole that we were talking about. The fairway goes down by the water, and part of the fairway in one section was flooded from the high level of water. Again, no hazard line or stakes... is this deemed casual water or hazard?

No lines or stakes is wierd. All hazards should be marked. Normally anything outside of hazard lines or stakes would be casual water.

I've played the course and would say that the water hazard around #16 is very distinct (normally) and you probably couldn't see the hazard lines/boundary because the water was overflowing the bank. Once it has breached the bank and has flowed outside the normal hazard boundary it becomes casual water.

You mustn't play many public courses! Few courses are properly marked, IME. Especially this time of year when they just finally put the rakes in the bunkers and tee blocks out.

You're played Greystone in Michigan, or the Greystone in Tennessee?

 

You could see down really far in the water. I would say that the water was maybe 6" above where the hazard would normally be marked. There were definitely no markings.

I loved those last 3 finishing holes at Greystone, especially on those days when it seemed like the wind was blowing 30 mph directly into your face on each hole... LOL!

Yeah, that was yesterday. Really tough to make a club selection. 17 was playing 155, and we had about 20 mph wind coming at us from the right. I hit 6I to about 12 feet and won my match!

 

I think the last 3 are overrated, though, especially 17. The fairway on 17's a joke. You can drill it right down the middle and hit the bank (which is closely mown), and bounce into the hazard.

I'm pretty sure that water that has overflowed the margins of the hazard is considered casual water. I'm not sure the ruling when the margins of the hazard are not marked.
