What does an "R" mean after my HCP?

Argonne has it right.

Assuming these two scores are his lowest T-scores in the past 12 months, the 1.3, his second lowest, is within 3 strokes of the 2nd lowest score.

Ok, so a player must have 2 Tournament scores 3 strokes or more better than his current index to induce the "R?"

We thought if the average of his 2 lowest T scores was greater than 3 strokes better than his index the R would kick in...

It has to be 4 strokes (average of 2 best T scores) lower for an R handicap to show up. And if there are more than 2 T scores in the handicap record then it takes more than that. I'm guessing that this person had more than 2 T scores total in his handicap record. See the link in post #36 (Augster) above.

The formula is this in case they didn't follow the link:

Take all T score differentials for the past 12 months. Take the second lowest differential. Take the player's index and subtract that 2nd lowest T-score differential. If it's 3.0 or higher, there is a restriction.

Let's say that it is restriction eligible.

You then average the lowest 2 T-scores in the past 12 months.

Take the player's index and subtract the low 2 T-Score average. You then refer that number to the handicap reduction table. If the player has enough tournament scores in the system, he may not be reduced at all.
