You have to either go to state and do well there or play summer junior tours like AJGA etc. The price to play on these tours adds up fast though. To be honest if you are shooting 9 over in tournaments, you might be able to play D3... If you work hard the next two years and stay focused you can make some substantial improvements to your game. Practice putting on your carpet if you have to. Putting down the hallway or across your room and just practicing distance control will do you better than playing on sand greens.

Focus on improving your academics too. Most coaches will appreciate a guy who can keep his grades up then some player who will let them down in the long run. Start getting the names of coaches and email them and introduce yourself to them. If you aren't in tournaments and playing well then they have no idea you exist.

I putt exclusively on grass in the summer for tournaments. During my high school season, it is the other way around. We actually have state sand green tournaments. There is an upside to this though. Imagine taking the smallest green at your course and cutting it in 8 different pieces. That would be about the size of sand greens, 10 yards wide, every green, so you REALLY have to be accurate. Lately at my home course I have been shooting even or under on my sand green course because a little swing change has made all my irons/wedges pinpoint accurate!

Anyway, next year I plan on entering the KJGA (Kansas Junior Golf Association) as long as everything works out as planned. My worst part is my 30-60 yard game, and putting on grass greens (although lately I have been lighting it up).

I will keep working on my game and lifting every other day for the next two years until college though. Thanks for the tips guys!

also i would just be up front with them let them know about the sand greeens and what you are doing to fix it and that you are willing to work hard on your game

lol im 5'11" and weigh 140. I am also one of the highest in my class for weight/total pounds lifted for bench, squat, and hang cling combined at a ratio of 4.04, would have been higher but my knee popped when halfway through my squat max. I can do alot more now too.
