For your hcp a set of x-14's are great but you might struggle with your budget as you know. Apart from these the tm rac os II are the best game improvement iron i ever hit. The shaft is very light and helps to get the ball up, they are super forgiving and very soft for a cast club, had mine for 3 years and even though my game progressed past them i was reluctant to let them go.

Easiest to hit irons I've ever tried have been the Nicklaus EZ up irons. You get 3 and 4 irons and 3 and 4 hybrids in the set. Nicklaus makes quality clubs at a decent price, I wouldn't overlook them. I also agree that Tommy Armour makes quality clubs at decent prices. I had a set of 845's and hated them, but I would still consider them if I was in the market. Wilson and MacGregor make equipment I would put on par with Callaway, Taylor Made, Mizuno, Titleist etc. and at a cheaper price. But more expensive than Tommy Armour or a little more than Nicklaus.

Here's another vote for a used set of Ping Eye 2's. They are plenty forgiving for beginners but accurate enough for PGA tour use. What other irons can you say that about?

If you are a high handicapper and want all the forgiveness you can get in an iron, I would check out the Wilson Di5 irons. On ebay they seem to be selling very very cheap brand new. The Pi5's are what I play and are priced low on ebay also. Good quality clubs IMO.
