I've just started collecting, but iirc the Hula release was around 9-10am CT this year. It didn't sell out for a few hours, which doesn't happen often. Usually they're gone well within the hour from my understanding.

The releases usually happen around 10am CST. Depending on the release items can be sold out within minutes. It just all depends what was released that day

or even start F5'ing before the email is sent out, usually by the time you read the email and login to SC some of the things are already sold out.

no and i think a lot of people expect a bag release at every release now since last year there was quite a few. in the past, the gallery has released a few bags that popped up on ebay or TCC and could possibly get released on the next release though it's not always given. i wouldn't expect a bag but would be a nice unexpected release IMO.
