Strange situation around drop from knees ruling

So I’m playing 18 with a guy yesterday and he hits his drive into the water and then proceeds to drop from knee height. Ball bounces/deflects off his shoe and he gets a very decent lie...almost like the equivalent of dropping from an inch or two.

A couple holes later, same guy has to take a drop and again and again drops such that his ball hits his shoe first and gets deflected to a near perfect lie.

Didn’t want to make any accusations because it was crazy tough for me to determine whether or not his behavior was intentional or not.

Wondering what others think about this because at the old shoulder height this would be pretty tough to do.

Yep, one stroke penalty if it still came to rest in the relief area. General penalty if it came to rest outside of the area and he proceeded to play from that spot.

Also, part d of that rule addresses if it is done intentionally. That is a judgement call but if it happened twice in the same round, I would be inclined to call it intentional.

And my thoughts on it. It's not hard to miss your foot when dropping from that close. (Unless severe physical limitations). Based on the information you provided, he was doing it on purpose and cheating.

Instead of making accusations you just could have told him to drop again. Why didn't you?

The original post specifically states that it hit his shoe first when describing the 2nd time it happened.

I’d be inclined to ask him if he did it intentionally, not call him a cheat.

You should have asked him to drop again, on the second occasion. It would have met your "didn't want to make an accusation" requirement.
