Obviously, the most important factor in this entire scenario is the question of "who's beer got knocked over?" We might consider ancillary, but related topics...such as "how full was the beer?" "how many beers were left?" "how close are we to the next opportunity to purchase beer?" - which may (or may not) exacerbate the infraction.

 

But, you know, if it wasn't my beer, and I still have a couple of beers in my bag, I wouldn't be bothered. Go ahead and give yourself that 5. 🙂

Newby is ahead of his time. That is the rule from January, the issues currently are a bit more nuanced. 10.2b(1) permits the placing of an object to show the line of play but it must be removed before the stroke. Either way, it is general penalty for the breach.

On OP's '2 follow up', yes a caddie (in fact anyone at all if the stroke is not from the putting green) is permitted to stand in a position that demonstrates where to play towards providing they get out of Dodge before the stroke. That does not change in January. 

There is quite an interesting revamping of the layout of 10.2b in the new book.

Reading the OP reminded me of a BDS video I watched the other day. Where Cold Cuts angrily flipped a rake out of a bunker before getting to his ball. Then proceeded to hit the rake with his bunker shot.

I think you are looking at this the wrong way.  This is an egregious offense, and as such, the penalties need to be stiff in order to deter any further such behavior.  

 

This is a situation where the player needs to be fully cognizant, as risking hitting into water, that there is a big penalty associated with the infraction.
