Provisional, Penalty Area

The tee shot of Player A heads into the red penalty on the right side of the fairway.
Player A, concerned that the ball might not be found in the red penalty area, announces to the players in the group, “I might not find that ball. I will play a provisional ball”.
Player A writes the letter P with a red marker on the ball and plays the ball.
The provisional ball also comes to rest in the red penalty area.
Player A finds the original ball and plays the ball.

If he was certain the original ball was hit in the penalty area then the provisional ball is now in play, stoke and distance, doesn't matter if he finds the original.

This is correct.  Per 18.3a:

"If a player makes a stroke from where the previous stroke was made with the intent of playing a provisional ball, but a provisional ball was not allowed, the ball played is the player’s ball in play under penalty of stroke and distance" 

When he plays his Original Ball, he's actually played a Wrong Ball.  He MUST correct that error by returning and playing the Provisional (ball in play), or taking penalty relief for it.  If he tees off on the next hole without correcting the error, he is DQ.  If he DOES correct the mistake, his next stroke at the Provisional (ball in play) will be his 6th

A provisional is not permitted if the original is known to be in a penalty area.

Exactly, so no matter what the player says about a Provisional, that second tee shot is the ball in play, under the penalty for Stroke and Distance.

The player knows it’s in the PA? 
 

Yeah, that’s not a provisional ball no matter what he says. He’s now lying 3 wherever that ball ends up. 
 

“I might not find that ball” with a ball that is known to be a PA is a new one for me. NSS.
